COMPULSORY REGULATIONS
for the Evpatoria Sea Commercial Port.

    1. General provisions
    1.1. Scope and application of the Compulsory Regulations
    The Compulsory Regulations for the «Evpatoria Sea Commercial Port» State Enterprise (hereinafter referred to as the Compulsory Regulations) have been issued in accordance with Article 78 of the Merchant Shipping Code of Ukraine, changes related to port water area stipulated by the Decree of the Ministry of Transport of Ukraine dated March 2, 2010 No. 253 for the purpose of publication of the Rules affecting within the Evpatoria Sea Commercial Port (hereinafter referred to as the Port) and port water area (hereinafter referred to as the water area), additions and amendments to the General Rules for Sea Ports of Ukraine (hereinafter referred to as the General Rules), determined by peculiarities and specific features of the Port.
    The requirements of these Compulsory Regulations are applied to the territory and water area of the Port, are obligatory for enterprises subject to all forms of property, vessels flying all flags, legal and physical persons of Ukraine or other states, as well as stateless person staying within the territory or water area of the Port.
    Reference to ignorance of provisions of the Compulsory Regulations and General Rules does not release from legal responsibility for their violation. In case of any differences between the General Rules and these Compulsory Regulations the provisions of the latter shall prevail.
    These Regulations shall come into force on 1 August 2011 (Order of General Manager dated August 1, 2011 No. 170), on which date the previous edition of the Obligatory Regulations are revoked.

    1.2. Territory of the Port
    1.2.1. The territory of the Evpatoria Sea Commercial Port (45°11,3' N, 33°22,5' E) equipped within the Yevpatoriiska Bay (Annex 1) is restricted from the east and southeast by berthing line of berths Nos. 2–6; from the south – by water edge; from the west – by fence protecting the Port territory, from the water edge and further along stone fence up to the passenger terminal; from the northeast – by metal fence up to the coast protection of berth No. 6.
    1.2.2. The Port territory within the Pivnichna Beak (Annex 2) is restricted from the east by berthing line of cargo berth unnumbered and coastline up to the fence; from the south, west and north – by fence protecting the territory of the Port.
    1.2.3. The Port territory within the Pivdenna Beak (Annex 3) is restricted from the east by berthing line of berth No. 1 and coastline up to the fence; from the south, west and north – by fence protecting the territory of the Port.
    1.2.4. The Port comprises berths located within the port territory and local lines:
    - berth No. 2 has a length of 195.76 metres, is mainly used as a protective mole and from time to time can accommodate vessels;
    - berth No. 3 has a length of 154.56 metres and can accommodate cargo-and-passenger vessels up to 130 metres long with a draught not exceeding 5.2 metres. The berth is equipped with a slipway for vessel’s ramp with horizontal loading 18 metres wide.
    - berth No. 4 has a length of 147.89 metres and can accommodate cargo-and-passenger vessels up to 130 metres long with a draught not exceeding 4.5 metres. The berth is equipped with a slipway for vessel’s ramp with horizontal loading 12 metres wide.
    - berth No. 5 has a length of 147.0 metres and can accommodate cargo-and-passenger vessels up to 120 metres long with a draught not exceeding 5.0 metres. - berths No. 4 and 5 compose the only quayage which permits mooring of vessels with the abovementioned dimensions.
    - berth No. 6 has a length of 174.44 metres and can accommodate cargo-and-passenger vessels up to 95 metres long with a draught not exceeding 4.5 metres.
    - coastal berthing wall makes an integral part of berth No. 6; it has a length of 58.0 metres and can accommodate small-sized vessels.
    Berths of local lines:
    - berth in the park named after M.V. Frunze – passenger berth has a length of 143.0 metres and is intended for operation of passenger vessels of coastal navigation with a draught not exceeding 2.5 metres;
    - berth in the park named after Karaieva – passenger berth has a length of 135.4 metres and is intended for operation of passenger vessels of coastal navigation with a draught not exceeding 2.5 metres;
    - berth within the area of the «Novyi Pliazh» Entertainment Center – passenger berth has a length of 112.2 metres and is intended for operation of passenger vessels of coastal navigation with a draught not exceeding 2.5 metres;
    - berth unnumbered within the Pivnichna Beak territory of the Donuzlav Lake has a length of 152 metres and is intended for cargo vessels with a draught not exceeding 4.9 metres (Annex 2);
    - berth No. 1 within the Pivdenna Beak territory has a length of 354 m and is intended for cargo vessels with a draught not exceeding 5.5 metres (Annex 3).
    1.3. Port water area
    1.3.1. The port water area in these Compulsory Regulations shall be:
    - water area of the Evpatoria Port;
    - water area within the Donuzlav Lake;
    1.3.2. The water area of the Evpatoria Port is restricted by a 2-mile radius arch with a centre in the light beacon of berth No. 2 (45°11,2' N, 33°22,8' E), coastline and limits of hydraulic structures.
    1.3.3. The Port territory within the Donuzlav Lake includes:
    - port water area of the Donuzlav Lake and approach channel restricted by lines adjoining the southern mole edge of the Pivdenna Beak and positions with coordinates 45°18'17,9" N, 32°56'58,6" E and 45°18'37,4" N, 32°56'48,2" E, and further up to the southern mole edge of the Pivnichna Beak;
    - further along the coastal hydraulic structures of the Pivnichna Beak up to the position with coordinates 45°19'51,4" N, 32°59'05,5" E;
    - further along the coastline and hydraulic structures of the Vantazhnyi Area up to the position with coordinates 45°20'01,6" N, 32°58'46,6" E;
    - further along the coastline up to the eastern end portion of the Dovbysh Cape and positions with coordinates 45°21'53,0" N, 33°02'02,0" E and 45°21'18,0" N, 33°02'44,0" E, further up to the south-western edge portion of the Kenehyiskyi Cape;
    - further along the coastline up to the southern mole edge of the Pivdenna Beak.
    1.3.4. The «Evpatoria Sea Commercial Port» State Enterprise within the port water area shall ensure:
    - safety of navigation according to the requirements of the applicable normative documents;
    - free of charge usage of water area by fishing vessel of up to 120 grt which get water live resources in the Donuzlav Lake;
    - free of charge staying of navy vessels of alert forces within the deepest berth of the Pivdenna Beak;
    - priority right to enter/leave the water area, as well as navigating within the channel-fairway of navy vessels of the Naval Forces of the Armed Forces of Ukraine.
    1.3.5. Entrance Channel of the Donuzlav Lake has a length of 1.4 miles and width of 120 metres from the coordinate 45°19'23,0"N, 32°58'44,0"E in the direction of the Donuzlavskyi Entrance Leading Line.
    1.3.6. Within the port roadstead there is located the anchorage No. 382 (Annex 4) which is open for vessels with a draught not exceeding 10 metres and protected from winds, waves of north-western directions. The anchorage area No. 382 is restricted by the 3.5 cables radius arch with a centre in 45°09'59" N, 33°23'36" E.
    1.3.7. The anchorage No. 379 for vessels with a draught not exceeding 8.0 metres is included in port water area. Anchorage area No. 379 is restricted by the following coordinates:
    1) 45°20'55,1" N, 33°00'24,5" E;
    2) 45°21'38,9" N, 33°01'26,3" E;
    3) 45°21'05,3" N, 33°01'24,5" E;
    4) 45°20'53,3" N, 33°01'04,7" E.
    1.3.8. Anchorages No. 378 and No. 381 are located at approaches to the port water area. Anchorage area No. 378 is restricted by the following coordinates: 1) 45°19'35" N, 32°55'42" E;
    2) 45°20'30" N, 32°56'30" E;
    3) 45°19'41" N, 32°58'18" E;
    4) 45°19'01" N, 32°57'05" E.
    Anchorage area No. 381 restricted by the following coordinates:
    1) 45°18'07,7" N, 32°58'29,3" E;
    2) 45°18'50,3" N, 32°59'33,5" E;
    3) 45°17'28,1" N, 33°01'26,9" E;
    4) 45°16'47,3" N, 33°00'24,5" E.
    1.3.9. The declared draught in the Port is 5.5 metres.
    - when approaching the cargo berth of the Pivnichna Beak – 4.0 metres;
    - when approaching the berth No. 1 of the Pivdenna Beak – 5.5 metres.
    1.3.10. The sailing draughts for each particular berth shall be promulgated by the Harbour Master’s Office;
    navigators and other persons concerned shall be notified accordingly.
    1.3.11. If the vessel’s draught is found proximal to the permissible draught, the pilot together with the Port Control on duty, depending on kind of expected cargo operations (unloading or loading) shall define the possibility of vessel’s berthing taking into account negativfoto/e/positive setup in the Port.
    In case of any differences, the Harbour Master or his authorised representative shall decide issues concerning the possibility of safe vessel’s berthing.
    1.3.12. The permission for sailing of vessels, which draught is found more than the permissible draught, shall be issued by the Harbour Master or his authorised representative.
    1.3.13. The zone of port responsibility for providing a maritime safety within the Evpatoria Port water area is considered to be the portion of the Black Sea water area restricted from the south by the Lukul Cape (44°50'4" N, 33°33'4" E), from the northwest by the Tarkhankut Cape (45°20,8' N, 32°29,7' E), coastline going between them, as well as conventional line connecting these capes.
    1.4. Servicing of vessels
    1.4.1. The Port supplies vessels staying at berths Nos. 3, 4, 6 with drinking water using water hydrants (Annex 6).
    1.4.2. Within the port water area bunkering of vessels with fuel oil and lubricants, with the exception of port fleet vessels and emergency cases, is not carried out.
    2. Entry of vessels to the Port and port water area
    2.1. Information on arrival
    2.1.1. The Master of a vessel proceeding to the Port shall directly or through vessel’s agent inform in writing the Harbour Master’s Office (tel/fax 06569-3-02-81), Port Chief Dispatcher’s Office (tel/fax 06569-3-10-36), General Manager or his authorised representative (tel/fax 06569-6-22-41), as well as the «Delta-Pilot» State Enterprise about the time of vessel’s arrival not later than 24 hours in advance of arrival to the Port (Annex 7).
    2.1.2. If the time of navigation between the last port of call and point of destination is less than 24 hours, the information shall be provided not later than 1 hour after leaving the port of departure.
    2.1.3. The final report about the precised time of vessel’s arrival shall be given by the vessel’s Master 4 hours before the approach the pilot boarding place.
    2.1.4. The Master of a vessel shall provide the following initial information about the vessel’s arrival:
    - vessel’s name, IMO number, register number, vessel’s flag;
    - radio call signals;
    - name of shipowner (operator);
    - name of vessel’s agent;
    - port of departure (previous port of call);
    - maximum length, width and calculated freeboard;
    - actual stern and forward draughts;
    - number of crew members and passengers;
    - vessel’s tonnage, its holds number and capacity, hatches sizes, availability and number of tweendecks;
    - supplies bunker and water on the day of arrival, volume of daily consumption;
    - name of cargo, its main characteristics, name of fumigant (if fumigation of cargo was taken on board a vessel), quantity (weight) of cargo, its disposition on a vessel (in holds, tweendecks, on deck), length of one place for long cargo and weight of heavy-lift cargo (more than 3 tons in one place);
    - goal for calling at the port (cargo and cargo-and-passenger operations, cruise navigation, landing of sick or injured persons, repair works, drink water supply, sand extraction, etc.);
    - name of consignees;
    - need in fresh water;
    - request for rendering port services (including tugs and pilotage);
    - degree of security whereby the vessel was exploited in the last 10 ports;
    - expected time of arrival to the Port.
    2.1.5. Vessels proceeding to the port water area within the Donuzlav Lake, except for the information stated in paragraph 2.1.4, shall indicate:
    - navigation route (numbers of recommended tracks);
    - rate of sailing and time of arrival.
    2.1.6. Vessels of civil authorities proceeding to the port water area within the Donuzlav Lake shall be prohibited to departure from the port unless the permission for passing is received from the administration of the Evpatoria Sea Commercial Port.
    2.1.7. Passenger and cargo vessels of 500 grt and more, engaged in international voyages when proceeding to the Port, according to the Rule XI-2/9.2.1 of the International Convention on Safety of Life at Sea, 1974 as amended, together with the information stated in paragraph 2.1.4 of these Compulsory Regulations shall provide the following information to the Port:
    - whether the vessel possesses a valid International Ship Security Certificate or Interim International Ship Security Certificate and name of its issuing authority;
    - Vessel’s Security Plan;
    - crew member on board the vessel who is responsible for vessel’s security;
    - vessel’s current Continuous Synopsis Record (CRS);
    - the security level at which the vessel is currently operating;
    - the security level at which the vessel operated in the last ten ports of call;
    - any special or additional security measures that were taken by the vessel in the last ten ports of call;
    - evidence that the appropriate vessel security procedures were maintained during the last ten ports of call;
    - all other information on people or cargo salvaged at sea (if available), as well as results of any inspections that were performed on a vessel for the purpose of identifying the state of people and cargo salvaged;
    - any other practical security related information (except details of the vessel’s security plan).
    2.1.8. The permission for a vessel engaged in international voyages to enter/leave the Port shall be given in the order established in the Port, taking into account the analysis of vessel’s information and possibility of the Port to ensure vessel’s security.
    2.1.9. The final notice about the precised time of vessel’s approach the pilot boarding place shall be given by the vessel’s Master 4 hours before the arrival to the point of destination.
    2.1.10. In case of changes after submitting the initial notice about vessel’s approach, the second and more precise notices shall include changes and additions to the initial notice in compliance with the requirements of paragraph.
    2.1.4 of these Compulsory Regulations.
    2.1.11. The Master of a vessel shall immediately inform the administration about all delays during the passage or in case of vessel diverting.
    2.1.12. If a vessel has arrived to the Port without providing the initial information, has arrived earlier or later, the Port shall receive such vessel only by the decision Port Administration. The Port Administration shall also decide the date and time of this vessel’s mooring, as well as determine the number of berth.
    2.1.13. The possibility of entering of foreign-going vessel, which has arrived without providing the initial information specified by paragraph 2.1.4 of these Compulsory Regulations, shall be decided by the Port only after receiving and analyzing all the required information, as well as after examining port possibilities concerning vessel’s security ensuring.
    2.1.14. It is prohibited to enter the port waters within the Donuzlav Lake for vessel without providing the initial information.
    2.1.15. In the above-mentioned cases (except vessels which have arrived beforehand and provided all necessary information timely) the terms for vessel’s loading or unloading shall be determined according to the particular port possibilities.
    2.2. Registration of vessel’s arrival
    2.2.1. All vessels calling at the Port shall register their arrival at the Inspection of State Port Control (hereinafter referred to as the Port Control) within two hours after carrying out all necessary sanitary-quarantine, frontier, customs, phyto-sanitary and other formalities executed according to the applicable rules.
    2.2.2. The arrival of a vessel to the Port shall be registered by the vessel’s Master directly or through vessel’s agent by submitting to the Port Control the General Declaration and Crew List stamped by the Sanitary- Quarantine Department granting the permission for free pratique in the Port, as well as stamped by the Port Control at the last port of call. If there is no stamp of the last port of call in the Crew List the Port Clearance Certificate shall be additionally submitted to the Port Control.
    Providing that there are passengers on board a vessel, the list of passengers stamped by the Sanitary-Quarantine Department granting the permission for free pratique in the Port shall be submitted to the Port Control.
    2.2.3. Except the documents required for registration of vessel’s arrival, the Master of a vessel shall directly or through vessel’s agent submit to the Port Control the following documents for each particular vessel:
    - Ship’s Certificate;
    - Certificate of Registry or other document attesting the nationality of a ship (ship’s patent);
    - Classification Certificate;
    - International Tonnage Certificate;
    - International Load Line Certificate;
    - Cargo Ship Safety Construction Certificate;
    - Cargo Ship Safety Equipment Certificate;
    - Cargo Ship Safety Radio Certificate;
    - Passenger Ship Safety Certificate;
    - Exemption Certificates;
    - International Oil Pollution Prevention Certificate;
    - International Sewage Pollution Prevention Certificate;
    - Minimum Safe Manning Certificate;
    - Diplomas and qualification certificates of crew members according to the requirements of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 1995 (STCW 78/95);
    - Safety Management Certificate or Interim Safety Management Certificate;
    - Copy of Document of Compliance or Interim Document of Compliance with the requirements of the International Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM Code);
    - Deratting Certificate or Deratting Exemption Certificate;
    - Ballast water reporting form;
    - Reports on the previous checks within the framework of the port state control.
    2.2.4. In addition to the above-stated documents, vessels flying under the Ukrainian flags shall also provide the following:
    - Copy of license issued by the shipping company for carrying out the business activity for providing services on transportation of passengers and cargoes by river and marine transport;
    - Certificate of Navigation under the State Flag of Ukraine;
    - Certificate of Ownership;
    - Certificate of Seaworthiness;
    - Ship’s Sanitary Certificate;
    - Ship’s Radio Station License.
    2.2.5. If necessary, the Port Control has a right to require other vessel’s documents (log-books, certificates, schedules, etc.) in compliance with the requirements stipulated by the effective normative acts concerning safety of navigation, including the scheme of vessels’ locking devices intended for discharge of polluting substances or waters containing them.
    2.2.6. The Port Control representatives have a right to require other documents which may be necessary depending on the specific circumstances.
    2.2.7. All foreign-going vessels having arrived to the Port shall register their arrival after completion of the established procedures of the border, customs and other types of control.
    2.2.8. Vessels of local and suburban navigation calling at the Port shall register their arrival according to the permits which are valid within the time periods established by the Port Control. However, validity of such permits shall not exceed the time periods of the Sanitary-Quarantine Department’s and Port Sanitary-Epidemic Station’s permits, as well as time periods of vessel’s documents.
    3. Departure of vessels from the Port
    3.1. Vessel pre-departure inspection
    3.1.1. The vessel’s readiness for departure to sea irrespective of state flag of the vessel shall be checked by the Port Control in order to determine the validity of documents provided pursuant to paragraphs 2.2.2. – 2.2.6, check the crewing level, vessel’s inspection, awareness of crewmembers as to their obligations, ability to use vessel’s equipment, availability of carrying out damage control, as well as leaving it in case of emergency.
    3.1.2. Documents shall be examined in order to determine their availability, legality, validity and authenticity.
    3.1.3. Upon inspection of vessel’s readiness for departure, except for documents stated in paragraphs 2.2.2 – 2.2.6 of these Compulsory Regulations, the following documents shall be examined:
    - availability of identification numbers (IMO/MMSI) on board a vessel or its top-hamper, engine compartment, vessel’s rescue equipment, as well as their conformity with those stated in vessel’s documents;
    - vessel’s stability calculation and hull strength at the beginning/end of the next voyage;
    - calculation and scheme of fastening of deck, heavy and large-sized cargoes;
    - professional diplomas and certificates of crew members;
    - passage plan for the next voyage;
    - availability of navigational charts and publications for the next passage.
    3.1.4. After completion of the inspection, the acts shall be given to the Master of a vessel. These acts shall include inspection results and defects which shall be eliminated by the Master of a vessel or shipowner.
    Vessel inspection acts shall be compiled according to the established form.
    3.1.5. Each vessel before departure from the Port shall obtain the Harbour Master’s permit (Port Clearance Certificate).
    3.1.6. Harbour Master of his authorised representative shall refuse to grant the Port Clearance in the following cases if:
    - the vessel fails to fulfil the orders of the Port Control concerning eliminating defects discovered during inspection and indicated in the inspection act;
    - the required vessel’s documents are not available or their validity period is expired;
    - any documents are inconsistent with the actual data resulting from the inspections performed;
    - crew members do not possess the appropriate diplomas or certificates;
    - the vessel is not manned pursuant to the Minimum Safe Manning Certificate;
    - the vessel is loaded beyond the limits allowed by the load line;
    - the number of passengers on board exceeds the number for which the lifesaving equipment has been provided;
    - the angle of vessel’s heel exceeds 3 degrees;
    - the watertight closure for freight hatches, ports, access holes are in bad technical condition that can cause the hazardous sea water flowing inside the vessel;
    - the deck cargo is not properly fastened;
    - the access to rescue equipment, passages, fire hydrants and spillway openings, as well as to damage control equipment, places of passenger embarkation in rescue equipment is blocked up by the deck cargo, containers, items of vessel supply and other goods;
    - the vessel is not fitted with emergency, fire-fighting and rescue facilities according to the established provision basis;
    - the crew members have low readiness to carry out damage control;
    - the area and sailing conditions for next voyage do not conform with those stated in vessel’s documents;
    - incompleteness or faultiness of the GMDSS’ facilities are detected;
    - the magnetic and liquid compasses, echo sounders or radar stations are absent or out of order;
    - navigational or hydrometeorological conditions prevent a vessel to departure from the port;
    - the established charges, penalties and other dues are not paid;
    - the decision is made by the authorized state body (Customs Authorities, Sanitary-Quarantine Service, fish protection bodies, central executive bodies in the field of environmental protection and Border Service).
    3.1.7. The Harbour Master or his authorised representative may detain the vessel on the abovementioned grounds unless the defects detected by the Port Control are removed or up to the moment when the appropriate charges, penalties and other dues are paid.
    3.1.8. If defects cannot be eliminated at once, the permission shall be given to a vessel for passing to the nearest dockyard. If required, such permission shall be coordinated with the Shipping Register of Ukraine.
    3.1.9. The shipowner shall be immediately informed about the vessel’s delay.
    3.1.10. All expenses, connected with the inspection of vessel state by the Harbour Master, stipulated by this paragraph shall be charged to the shipowner.
    3.1.11. If a vessel is allowed to departure to sea with particular defects, the Port Control shall notify about these defects the administration of the vessel’s next port of call, shipowner, Port State Flag Administrations, classification community and insurance company.
    3.2. Registration of departure from the Port
    3.2.1. To register the departure from the Port, the Master of a vessel shall inform in writing about departure the Port Control, port dispatcher and pilot not later than 6 hours before the planned time of departure.
    In case of short-term staying of vessels (within 12 hours) the notice of arrival and departure of vessels can be registered simultaneously.
    3.2.2. The permission for departure of vessels to sea shall be issued upon availability of effective vessel’s documents on board, absence of circumstances stated in paragraphs 3.1.6., 3.1.7. or other reasonable causes to consider that the vessel does not meet the requirements pertaining safety of navigation, as well as in case of absence of prohibition of Port Administration and state authorities empowered by legislation (Customs and Border Services, Sanitary-Quarantine Department, subdivisions of the State Inspection for protection of the Black Sea, etc.).
    3.2.3. Departure of vessels shall be registered in the office of the Port Control.
    3.2.4. Upon the departure of foreign-going vessels from the Port the permission for departure shall be registered before the beginning of the established procedures’ execution by the border, customs and other state control authorities in compliance with the requirements concerning safety of navigation.
    3.2.5. The permission for departure from the Port to vessels flying under Ukrainian flag shall be stamped by the Port Control on the Crew List and for foreign-going vessels shall be issued the Port Clearance Certificate.
    3.2.6. The permission for departure from the Port shall be valid during 24 hours from the moment of its issuance.
    3.2.7. If the crew of the vessel or its technical condition has changed after receiving the permission, the Master of a vessel shall register the anew permission for departure from the Port.
    3.2.8. If a vessel’s departure from the Port is delayed for a longer time than the specified one, the Master of the vessel shall inform about it the Port Control and register the permission for departure from the Port once again.
    3.2.9. Within the validity period of permit, the Master of a vessel shall inform about the vessel’s departure the Port Control on VHF, Channel 14. The information on vessel state within the time of departure shall be included to AIS.
    3.2.10. The departure of vessels of local and suburban navigation from the Port shall be carried out according to the permits which are valid within the time periods of the Fire Safety Certificate, Sanitary-Quarantine Department’s permits for departure from the Port and time periods of vessel’s documents, but not longer than for 30 days.
    3.2.11. In the absence of grounds for extraordinary inspection of vessels operating within port water area, the permission for departure shall be registered for the period of 30 days on terms indicated in paragraph 2.1.2.8. with submitting to the Port Control the general declaration, vessel’s register documents, crew diplomas, sanitary- quarantine permission, the Port Control’s act of the last vessel inspection and crew list authorized by the Harbour Master or shipowner’s personnel subdivision. Such permission shall be registered by the Port Control’s stamp on the crew list of navigation area and permission validity date.
    Within the validity period of such permission the Master of a vessel when leaving the berth, entering/leaving the Port shall request the permission from the Port Control via radio or telephone and inform about all changes in vessel condition, crew, validity period of the permission for departure, as well as its issuing authority.
    If the crew of the vessel or its technical condition has changed within the validity period of Port Clearance Certificate, the permission for departure shall be cancelled and the Master of a vessel shall register the anew permission for departure in the Port Control.
    3.2.12. Vessels that have been towed to the port shall register their departure independently if they have a crew on board. In all other cases departure of a tow convoy shall be executed by the Master of a tugboat.
    3.2.13. The registration of vessel’s departure is not required when the vessel leaves the Port according to the order of the Harbour Master or his authorised representative in connection with accidental circumstances or for rendering of assistance to vessels and people being in distress. The Masters of such vessels shall inform the Port Control about time of their departure by all available means.
    3.2.14. The priority indicated in paragraph 3.2.12 does not concern the requirements for registration of the departure of vessels determined by the frontier and customs authorities.
    3.3. Registration of departure from water area within the Donuzlav Lake
    3.3.1. The Master of a vessel which is intended to departure shall submit a written request to the Port Control and port dispatcher not later than 4 hours prior the estimated time of vessel’s departure.
    3.3.2. If the staying duration is less than 4 hours, the request for departure shall be submitted together with the arrival registration.
    3.3.3 The request for departure shall be submitted in writing. This request shall include the following:
    - vessel’s name;
    - vessel’s deadweight, length, width and draughts;
    - time of pulling anchor (mooring lines);
    - point of destination;
    - passing route (numbers of recommended routes);
    - rate of sailing and mode of communication.
    3.3.4. The Master of a vessel shall request the permission for departure from the Port Control and port dispatcher on VHF, Channels 14, 16 not later than 30 minutes before the specified time of weighing anchor (mooring lines).
    3.3.5. The permission for departure shall be valid during 24 hours after the estimated time of departure. If a vessel has not weight anchor (mooring lines) within the abovementioned time the permission for departure shall be cancelled. If a vessel’s departure is delayed, the Master of the vessel shall advise the reason for delay and request the repeated permission for departure from the Port Control Captain-on-duty.
    4. Vessels’ navigation in the port water area
    4.1. General provisions
    4.1.1. Vessels calling at the Port irrespective of their departmental ownership and flag shall comply with the requirements of the International Maritime Conventions approved by Ukraine and meet the safety conditions of the Port, environment, human life and vessel itself, as well as requirements of these Compulsory Regulations.
    4.1.2. The lack of evidences of the abovementioned or presence of serious violations may cause the delay of a vessel or payment of a penalty.
    4.1.3. The inspection of the vessel with the aim of examination of its ability for navigation and compliance with the rules for protection of the environment shall be organized by the Harbour Master’s Office in accordance with the Merchant Shipping Code of Ukraine and «Regulation for Master of Sea Commercial Port of Ukraine».
    4.1.4. The Harbour Master or his authorised representative has the right to forbid the exploitation of a vessel which can cause the danger to safety of navigation and environment until all these violations of normative acts’ requirements and rules will be eliminated.
    4.1.5. The navigation within the port water area is regulated. Masters of vessels before the beginning of vessel’s movement in the port waters shall obtain a permit from the Port Control Captain-on-duty.
    4.1.6. The request for vessel’s movement in the port waters shall be made to the Port Control Captain-on-duty using call sign «Evpatoria-Port Control» on VHF, Channels 14/16.
    4.1.7. The permission for vessel’s movement in the Port is valid during 30 minutes.
    4.1.8. The following order (priority) is established for vessels entering/leaving the Port not depending on their state or departmental ownership:
    - emergency vessels;
    - vessels proceeding to render assistance;
    - vessels carrying seriously ill person which was impossible to disembark on the outer road or vessels carrying seriously ill person which was disembarked on the outer road;
    - passenger and ferry vessels plying according to the schedule;
    - vessels carrying perishable cargoes;
    - lead vessels;
    - towing vessels;
    - other vessels according to the priority of request submitted.
    4.1.9. In everyday activity the order, or vessel traffic schedule for entering and leaving shall be determined by the port dispatcher as agreed upon with the Port Control.
    4.2. Special procedure for vessel’s navigation in port waters within the Donuzlav Lake
    4.2.1. Entering the channel in conditions of restricted visibility, wind speed exceeding 12 m/s and sea disturbance exceeding 3 balls is prohibited.
    4.2.2. When navigating within the channel it is prohibited:
    - to proceed along the channel two and more vessels on opposite courses simultaneously;
    - to overtake vessels;
    - to anchor in the channel (except in an emergency) or moor to the channel coastal part;
    - to navigate within the channel with walked out anchors.
    4.3. Pilotage of vessels
    4.3.1. Pilotage in port water area shall be carried out by pilots of the Port Pilot Service of «Delta-Pilot» State Enterprise.
    4.3.2. Pilotage is obligatory for all vessels:
    - of gross register tonnage of 200 and more;
    - flying under foreign flag irrespective of type and tonnage.
    4.3.3. The following vessels are excepted from the compulsory pilotage:
    - ships and vessels of the Naval Forces of Ukraine;
    - ships and vessels of the State Frontier Service of Ukraine;
    - vessels of the State Hydrographic Service of Ukraine;
    - vessels of the «Evpatoria Sea Commercial Port» State Enterprise which have the Harbour Master’s permission for the right of a non-piloted navigation.
    4.3.4. The list of vessels, which have the Harbour Master’s permission for the right of a non-piloted navigation, shall be submitted by the Harbour Master’s Office to the address of the Pilot Service.
    4.3.5. Pilotage of vessels and mooring operations in the Port shall be carried out round-the-clock.
    4.3.6. Except cases of immediate vessel’s entering (leaving), depending on unfavorable hydrometeorological conditions, fire danger and other reasons regarding to the safety of vessels and port structures, the pilotage shall be performed under the following conditions:
    - wind speed up to 12 m/s;
    - visibility not less than 5 cables;
    4.3.7. On every vessel arriving at the pilot boarding place shall be conspicuously displayed the signal «G» on the after mast according to the International Code of Signals.
    4.3.8. Embarkation and disembarkation of pilot shall be carried out according to the requirements of the International Maritime Organization:
    - when approaching the Evpatoria Port – near eastern buoy of the Karantynnyi Cape or within the area of anchorage No. 382;
    - when approaching the Donuzlav Lake – 2 cables south-eastward away from the Donuzlavskyi directional buoy or within the anchorage areas No. 379 and No. 381.
    4.3.9. The place of pilot embarkation/disembarkation can be changed as agreed upon with the pilot and Master of the vessel taking into account the ensuring the safety of a pilot, vessel and other traffic participants.
    The pilot shall inform immediately the Port Control Captain-on-duty about change of disembarkation place, as well as notify reason of such change.
    4.3.10. The boarding arrangements for pilot (pilot ladder, mechanical hoist) shall comply with the safety requirements established by SOLAS-74/78 and appropriate IMO Conventions: À.426 «Arrangements for embarking and disembarking pilots in very large ships» dated November 15, 1979; À.667 «Pilot transfer arrangements» dated October 19, 1989.
    4.3.11. The Master of a vessel shall provide quick and safe embarkation/disembarkation of a pilot and his assistant, therefore not allowing possible damage to the pilot boat (if available) or port tug with a pilot on board. When coordination and disembarkation of a pilot and his assistant are being made, the vessel’s Master shall maintain communication with the pilot boat (if available) or tug having a pilot on board, as well as coordinate with it all his actions.
    4.3.12. The pilot may refuse to board a vessel if arrangements for access (pilot ladder, mechanical hoist) do not meet the safety requirements established by SOLAS 74/78.
    4.3.13. The pilot shall be boarded and landed at sea disturbance not exceeding 4 balls.
    4.3.14. The pilot shall be boarded by pilot organization upon the written request of the vessel’s Master or marine agent authorized by the shipowner via port dispatcher.
    The pilot shall be notified on vessel’s arrival to the Port not later than 24 hours in advance and specify 12 and 4 hours before the arrival. If the time of vessel’s passage is less than 6 hours, the Master shall inform the time of arrival after vessel’s leaving the Port with specifying 2 hours in advance.
    The information shall contain:
    - name, type, radio call signals, vessel’s flag, vessel’s identification number of the International Maritime Organization (hereinafter referred to as the IMO), vessel’s identification number of Maritime Mobile Service (hereinafter referred to as the MMSI);
    - name of a shipowner (operator and vessel’s agent);
    - overall length, breadth, depth height, register tonnage (net tonnage, gross tonnage, deadweight);
    - actual stern and forward draught (metres);
    - port of departure;
    - port, bay, berth of destination and estimated time of arrival;
    - goal for calling at the port;
    - name and quantity of cargo (ballast) and if it is necessary its special characteristics, name of consignees or shippers;
    - cargo on upper deck;
    - number of passengers and crew members, their nationality and state of health at the moment of vessel’s calling at the port;
    - planned time and place of entrance into the zone of the Naval Forces of Ukraine;
    - navigation route;
    - information concerning any limitations in vessel control and technical troubles of vessel’s equipment which may influence vessel’s safety;
    - demand for pilot and tugboats;
    - pumping out of ballast being planned or not, quantity of ballast;
    - towing method (under tow, alongside, pushing) and maximum number of ships are to be indicated for ships towing any objects.
    4.3.15. When leaving the Port the application shall be submitted in writing not later than 2 hours before the vessel is completely ready for departure to sea.
    4.3.16. In extreme circumstances which threaten life and health of crew and passengers, vessel’s or onshore facilities’ security, as well as in emergency situations for environment, the request for pilotage shall be immediately submitted and a pilot shall be boarded on a vessel at the first opportunity.
    4.3.17. If the pilot’s disembarkation is not possible for any reason, the pilotage of vessel shall be performed using the leader method following the pilot boat (if available) when entering and leaving the Port. The pilot shall embark onboard a vessel at the first opportunity.
    4.3.18. The Master shall maintain communication with the pilot boat (if available) or tugboat with the pilot on board, as well as coordinate his actions with it.
    The communication of the pilot with a piloted vessel and support tugboats shall be performed on VHF, Channel 9.
    4.3.19. The pilot’s receipt shall be issued and signed by the Master of a vessel in the following cases:
    - pilotage when pilot is on board a vessel;
    - pilotage by the leading method;
    - refusal of pilot’s services.
    4.3.20. The pilot who got on board a vessel and did not begin his work within 1 hour because of the non- readiness of the vessel to departure or weigh an anchor (at vessel’s fault except for force majeure) shall inform the Port Control and has the right to leave the vessel. The non-readiness of the vessel in this instance shall be considered as refusal from pilotage services and the Master of the vessel shall sign the receipt of false call indicating reasons and pay the pilotage charges according to the established tariff.
    4.4. Procedure of navigation for port fleet auxiliary vessels and vessels of other shipowners
    4.4.1. Navigation of port fleet auxiliary vessels (tugs, rescue and fire-fighting vessels, pilot boats, ship chandlers, etc.) designated for servicing and supplying of cargo and passenger vessels and vessels of special designation shall be solved only depending on weather conditions appointed by the seaworthiness documents taking into account actual, forecasting and other restrictions established for each particular vessel.
    4.4.2. The port fleet auxiliary vessels navigating within the port waters on opposite and crossing courses shall give way to cargo, passenger vessels and vessels of special designation.
    4.4.3. Navigation of port fleet auxiliary vessels along the beach zone and approach the berths located within these zones shall be carried at low speed under the condition of keeping high supervision over sea surface.
    4.4.4. Within the approaches to berths of local lines the port fleet auxiliary vessels shall navigate at such a speed that heave, which is caused by the vessel, not impede the safe staying of vessels along berths, as well as embarkation of passengers.
    4.5. Restrictions for navigation of small and floating crafts
    4.5.1. The following words have the following meanings:
    «Small craft» means self-propelled vessel with the output of main engines of not less than 55 kW, non-self- propelled or sailing vessels with the tonnage not less than 80 tons, as well as high speed vessels irrespective of engine output or with the tonnage not less than 10 tons and non-self-propelled vessels (boats propelled by oars with the carrying capacity of about 100 kg, canoes – capacity of about 150 kg, air boats – capacity of about 225 kg); «Floating craft» means any craft which is not a vessel but is designated for people carriage on water: wet bike, hydrocycle, motor hydro delta plane, windsurfing and other means, main parameters of which do not exceed any parameter established for such means.
    4.5.2. Navigation of small crafts within port waters shall be carried out only with the permission and under control of the Port Control.
    4.5.3. Within port water area and recommended routes small crafts are prohibited to use:
    - without state registration;
    - without documents on board a vessel certifying the state registration;
    - without technical inspection;
    - without hull identification numbers and marks;
    - without identification marks of proper quality;
    - with failures which do not permit their correct operation;
    - if they are reequipped without the appropriate permission;
    - if they are loaded in violation of rules for loading and passenger capacity or if they are not fitted with vessel’s equipment;
    - if they are steered by persons without proper certificates and experience for their handling;
    - fishing from small crafts;
    - for sea bathing.
    4.5.4. Navigation of floating means in port waters without the permission of the Harbour Master or his authorised representative is prohibited.
    4.5.5. Navigation of floating means within the part of port waters adjacent to port berths is prohibited.
    5. Special cases of vessels navigation in port waters
    5.1. Mooring operations
    5.1.1. Mooring operations are carried out round-the-clock at wind speed not exceeding 12 m/s. The mooring place and berth number shall be determined by port dispatcher.
    5.1.2. Vessels shall be moored to berths in such a manner that the length of berth exceeds 10 percent the length of a vessel which shall be unmoored.
    5.1.3. During towage of vessel the longshoremen involved in vessel towing and, if it is possible, dispatcher on duty or stevedore shall be present at the mooring place.
    5.1.4. For safety reasons all vessels over 200 grt, including vessels using maneuvering device, when entering and leaving the Port, mooring operations, changing of mooring place shall use tugs and a pilot:
    - for vessels with a dead weight up to 1500 tons – one tug of 1200 horse power capacity;
    - for dry-cargo vessels of general designation with a dead weight from 1501 to 3500 tons – two tugs, each of 600 horse power capacity, or two tugs of 1200 and 300 horse power capacity;
    - trailer vessels with a dead weight from 3001 to 5000 tons – two tugs of 1200 and 300 horse power capacity;
    5.1.5. In specific cases, when the Port cannon provide the tugs of required capacity for mooring operations, the decision to use the tug shall be made by the Harbour Master or his authorised representative, pilot on duty and vessel’s Master.
    5.1.6. Mooring operations of vessels with unserviceable main engine or steering gears shall be carried out only under the permission of the Harbour Master or his authorised representative.
    5.2. Towing operations
    5.2.1. Towing operations for vessels within port waters shall be carried out in accordance with the requirements of the guidance documents pertaining towage, safety requirements and good seamanship.
    5.2.2. Towing operations for vessels within port waters shall be prohibited at wind speed of more than 12 m/s; towage operations at wind speed of more than 9 m/s for ballasted vessels more than 100 metres long with freeboard height exceeding 9 metres shall also be prohibited.
    The maximum length of towing rope used for towing a boat astern shall not exceed 50 metres.
    5.2.3. Towage operations shall be carried out by:
    - master of a towed vessel if this towed vessel (object) has the crew headed by the master on board;
    - master of a towing vessel (tugboat) at towage of non-self-propelled vessel or vessel with no crew on board irrespective of their register tonnage;
    - master of more powerful tugboat if a few tugboats take part in the towing;
    - in case of need masters of towing and towed vessels determine the head of towing before the beginning of towage operation and make log entries about it.
    5.2.4. Before the beginning of towage its head together with the masters of the vessels taking part in the towing operation shall co-ordinate its order. The pilot shall take part in the co-ordination of the towing operation if the towing is piloted. All problems and disagreement concerning the towing shall be settled by the Harbour Master before its beginning.
    5.2.5. Towage of other vessels and control of tugboat work in the process of towage operation shall be carried out by the Master of towed vessel.
    5.2.6. Head of towing shall be responsible for the damages which may be caused to the vessels and hydraulic structures during towage operations.
    5.2.7. The Port does not bear responsibility for actions of tugboat masters and damages caused to the tugs, towed vessels, other vessels and port structures during towing, as well as harm, inflicted on life and health of crew members of the tug and towed vessels, other persons connected with towage operations.
    5.2.8. When towing of all vessels (self-propelled and non-self-propelled), the sound signals according to the «Signal regulations between tug and towed vessel within port water area» shall be used, as well as use VHF, Channel 14.
    5.2.9. The requests for towing support shall be submitted in writing to the port dispatcher or via radio telephone on VHF, Channel 14 not later than 2 before the beginning of towage.
    5.2.10. A towed vessel must not heave up anchor (cast off) before receiving (paying out) and securing the towing rope.
    5.2.11. Vessels using the services of the port tugboats shall place at disposal reliable towing ropes which have the appropriate certificates. If there is no crew on board a towed ship the paying out of the towing ropes shall be provided by a tugboat’s crew.
    5.2.12. The main engine of a towed vessel may be used only in exceptional cases. The master of a towed vessel shall report each of these cases to the masters of the towing vessels and assume all possible measures in order to prevent emergency situation.
    5.2.13. The master of a vessel or its agent leaving a berth with the help of a tugboat shall make out the order for towing before vessel’s departure and coordinate the time of tugboat operation. After completion of tugboat operation it is necessary to inform about it on VHF, Channel 14.
    5.3. Diving operations in the Port
    5.3.1. The application for performing the diving operations in the Port shall be submitted in writing to the Harbour Master and port dispatcher, as well as the copy of this application.
    5.3.2. The diving operations in the Port shall be performed only by the enterprises, institutions and organizations which have the appropriate permission for carrying out special operations.
    5.3.3. The permission for performing the diving operations shall be given by the Harbour Master.
    5.3.4. While performing the diving operations the lights and signals prescribed in the Rule 27(d), (e) of the International Regulations for Preventing Collisions at Sea (COLREG-72) and the flag A (Alfa) according to the International Signal Code Book shall be hoisted on a diving vessel.
    5.3.5. Diving vessel less than 7 metres long is prohibited to perform the diving operations in the dark time.
    5.3.6. All vessels shall slacken speed and sail at the minimum speed which provides vessel’s controllability while passing by the area where the diving operations are being performed.
    5.3.7. When the performance of paragraph 5.3.6 becomes impossible (vessel’s mooring to berth, performing of towing operations, etc.), diving operations shall be temporary stopped unless such operations will be finished.
    5.3.8. Vessel’s approach to the area where the diving operations are being performed, their mooring to any diving vessel or to vessel’s board or to the berth at which the diving operations are being performed is prohibited.
    5.3.9. It is not permitted to drop the anchor closer than 200 metres away from the area where the diving operations are being performed.
    5.3.10. The diving operations shall be stopped:
    - at wind speed more than 12 m/s;
    - at air temperature more than –10 °Ñ;
    - by the order of the Port Control Captain-on-duty.
    5.3.11. A vessel’s Master or his first mate shall stay on board a vessel while the diving operations are being performed in order to guarantee the safety of the divers’ work in accordance with the Common Rules of Labour Safety at Diving Work.
    5.4. Navigation of vessels in ice conditions
    5.4.1. Any movement of vessels within port waters during ice campaign shall be carried out only under the permission of the Harbour Master.
    5.4.2. The Master of a vessel shall submit the a for all kinds of icebreaking support to the Harbour Master not later than 4 hours prior to the expected beginning of ice pilotage.
    5.5. Navigation in restricted visibility
    5.5.1. When visibility is less than 1 mile, the simultaneous navigation of two or more vessels within port water area is prohibited.
    5.5.2. Vessels navigating within port waters in fog, dense haze, rain or snow flurry charge without radio- technical facilities for navigation in fog shall leave the recommended route (channel, fairway), drop the anchor or moor to the nearest berth and wait for good visibility, having notified the Port Control.
    6. Staying of vessels
    6.1. Staying of vessels on roads
    6.1.1. Vessels arriving to the Port before berthing shall anchor in anchorage No. 382; vessels arriving to the port area within the Donuzlav Lake – in anchorages No. 381 or No. 378.
    6.1.2. Anchorage in the fairway channels, recommended routes and approaches to berths is prohibited. The permission for vessel’s anchorage shall be given by the Port Control Captain-on-duty.
    6.1.3. Waves on road of the Port are caused by wind of southern directions with speed more than 9 m/s;
    therefore staying of vessels within this section is complicated.
    In the area of anchorage No. 382 vessel’s anchorage is not recommended at the forecast or actual wind speed exceeding 15 m/s from southern to south-western directions.
    6.1.4. The Master of a vessel lying at anchor shall give a mate-on watch the instructions for observing the measures of safe berthing. Having noticed the drift of another anchored vessel the mate on watch shall immediately inform the Master about it.
    6.1.5. In the urgent, the Master has the right to change the anchor place by himself with reporting it obligatory to the Port Control. The change of vessel’s anchor berth while drifting is prohibited.
    6.1.6. The permission for leaving the anchorages No. 381 and No. 378 shall be given by the Port Control Captain-on-duty.
    6.1.7. All vessels anchoring shall maintain a continuous listening watch on the VHF, Channel 14.
    6.1.8. Vessels staying on the outer and inner roads of the Donuzlav Lake shall also maintain a signal watch on the VHF, Channel 16 for communication with the road station and road service’s launches of military unit.
    6.1.9. Communication with coast of vessels staying on the road is provided at sea disturbance not more than 3 balls and is carried out by port fleet passenger launches or tugboat.
    6.1.10. Vessels staying at anchor are prohibited:
    - perform any manoeuvres, launch lifeboat, boats, floats without the permission of the Port Control Captain-on-duty;
    - discharged outboard garbage, wastes, different items and pollute sea with oil products;
    - perform fishing.
    6.2. Staying of vessels at berths
    6.2.1. When staying in the Port the Master of a vessel or his authorised representative shall provide observance by the vessel’s crew and persons onboard of all effective rules for navigation in the Port and relevant prescriptions of Port Administration.
    6.2.2. All instructions of the Port Control and Port Dispatcher’s Office for staying of vessels are obligatory for shipowners and Masters of vessels.
    6.2.3. Berthing of vessels board to board (alongside) is prohibited. In some cases such staying may be temporary permitted only upon the permission of the Harbour Master.
    6.2.4. Arrangement of port fleet vessels for the time of night laying-up and repair works shall be carried out by the port dispatcher as agreed upon with the Port Control.
    Laying-up of port fleet vessels shall be organized according to the scheme made by the Master-Instructor and approved by the Harbour Master as agreed upon with the Port Control on duty.
    6.2.5. Putting vessels’s main and additional engines out of service operating mooring and anchoring gears may be provided only with the permission of the Harbour Master and port dispatcher; for vessels of port fleet shall be carried subject to ensuring safe staying and preliminary coordination with the dispatcher and Harbour Master.
    6.2.6. Launching and sailing in the port waters of launches, boats and other watercrafts belonging to vessels staying in the port are permitted only with the permission of the Port Control Officer on duty and Border Service local authorities.
    6.2.7. Port-light on board a vessel, turned sideward the berth, when staying in the Port shall be sealed.
    6.2.8. Exhibition of various illumination lights on vessels and portal cranes which may be confused with any other navigational light is prohibited.
    6.3. Ensuring safety of vessels’ staying
    6.3.1. NE to SW winds (through the South) exceeded 6 balls are of particular danger to the Port.
    Vessels moored on the roadstead or near port berths shall be informed on the forecasted weather and its deterioration by Port Control Captain-on-duty via VHF radio, Channel 14.
    6.3.2. After receiving a storm warning or in case of obvious weather deterioration Masters of vessels shall take necessary measures in order to ensure safety.
    For this purpose during staying of a vessel in the Port the number of crew members shall stay on board around- the-clock sufficient to support vessel’s operation and/or emergency departure to sea or to a place of mooring.
    Masters of vessels may demand a tug from the Port Administration to ensure safety of vessel’s staying.
    6.3.3. After receiving a storm warning all vessels moored near berths or on the roadstead shall have high readiness to depart.
    6.3.4. In order to ensure safety of vessels’ staying measures as follows shall be taken:
    - 25 % of crew members shall not leave the board during staying of a vessel in the Port in order to organize and carry out damage control measures prescribed by shipboard plans;
    - if SE to SW winds (through the South) reach 12 m/s, vessels of 200 grt shall be ready to unberth and move to a place of mooring;
    - vessels with capacity of 200 grt shall be ready to moor stern-to-berth and drop anchor on demand of the Port Control Captain-on-duty if wind speed reaches 12 m/s and its direction is from NE to SW through the South;
    - passenger launches, auxiliary vessels, vessels of port fleet and other organizations, as well as vessels with capacity of less than 200 reg. tons and small sized vessels at extrahazardous hydrometeorological conditions shall be ready to proceed to the holding anchorages allotted for this purpose on demand of the Port Control.
    6.3.5. Masters of all vessels staying in the Port shall implicitly follow the instructions of the Port Control Captain-on-Duty concerning measures on safety of a vessel.
    6.3.6. Watchmen shall be set near a ladder at each vessel staying in the Port regardless of its size and affiliation. Watch service shall know and have available means to communicate with the Port Control, port dispatcher, Fire Service of the Port and law-enforcement authorities.
    6.4. Staying of small-sized vessels and floating crafts in the Port
    6.4.1. Small-sized vessels shall moor to a berth under the permission of the Port Control Captain-on-duty.
    6.4.2. Floating crafts shall moor to berths and stay in the Port only if agreed in advance.
    6.4.3. Small-sized vessels without identification marks on board shall be allowed to stay in the Port only after clarifying reasons for the breach and giving written direction to the Master of a vessel to rectify it immediately.
    6.4.4. Small-sized vessels shall stay only in those places determined by the port dispatcher on duty.
    6.5. Change of anchorage places
    6.5.1. Vessel has no right to change an anchorage place in the Port without prior permission of the Port Control Duty Officer.
    6.5.2. The Port Control Duty Officer shall give directions for a vessel to change an anchorage place, as well as unberth and move to the roadstead out of Port’s necessity.
    6.5.3. The port dispatcher on duty shall inform vessel’s agent, Master, Port Control Duty Officer about the change of an anchorage during working hours not later than two hours in advance.
    6.5.4. If the change of an anchorage is intended to be carried out from 5 p.m. to 8 a.m. of the next day, the Port is obliged to inform the agent, Master, Port Control Duty Officer till 5 p.m. of the present day.
    6.5.5. If a vessel fails to meet the requirement of the Port to unberth, the Master of a vessel (vessel owner) is responsible for resulted damages.
    6.5.6. In order to change an anchorage place Masters of vessels have to employ the Pilot Service submitted a request timely, but not later than 2 hours prior the appointed time of change.
    6.5.7. It is allowed to pull vessels along berths by mooring lines without a pilot and between berths 4 – 5 and 2 – 3 if permitted by and in the presence of the Port Control Captain-on-duty.
    6.5.8. Port boatmen shall carry out mooring operations on the berth.
    6.6. Lay-up and repair conditions in the Port in wintertime
    6.6.1. Procedure of wintering and lay up of vessels owned by the Port shall be established by the order of the Port Manager agreed with the Harbour Master.
    6.6.2. The Port Manager shall make a decision on wintering, repair (for more than 48 hours) or lay up of vessels belonging to other owners in each individual case under the agreement with the Harbour Master on request of the owner, his agent or Master of a vessel.
    A relationship concerning lay-up and repair in wintertime between the Port and such vessel owners shall be regulated by economic agreements. According to these agreements it is specified:
    - place of mooring;
    - procedure of preparation for wintering, repair or lay-up;
    - persons responsible for safety;
    - order of watch and protection including fire protection;
    - nucleus crew;
    - order of communication with the Port Control Duty Officer and appropriate port services;
    - measures to support vessel’s operation during wintering, repair or lay up;
    - compulsory availability of proper vessel documents conforming state registration.
    7. Prevention of port waters pollution with oil products, harmful substances and sewage 7.1. Prevention of environment pollution
    7.1.1. Vessels staying in the Port are obliged to meet all the concerned requirements of the International Convention for the Prevention of Pollution from Ships of 1973, amended by the Protocol of 1978.
    7.1.2. Masters of vessels are obliged to inform immediately the Duty Officer of the Port Control and port dispatcher about all intentional and unintentional discharges of any harmful, toxic or poisonous substances to port water area from their own or any other vessel, as well as about any detected water area pollutions.
    7.1.3. It is strictly prohibited to discharge any substances overboard within port water area.
    7.1.4. The Port carries out collecting of bilge waters, domestic (sewage) waters from port fleet vessels only.
    7.1.5. In order to prevent water area pollution it is obligatory to take the following measures:
    - responsible crew members shall close all the devices intended for pollutants discharge, in particular discharge of waters which contain them, and make a proper record in a log-book;
    - in order to prevent unauthorized discharge of waters restricted to be discharged, the Port Control Inspector shall seal vessels’ devices (valves, gate valves, kingston valves, flap valves, cocks, hatches, etc., hereinafter referred to as devices) after the vessel has been moored or anchored in the port territory, as well as before the commencement of operations in the port water area by vessels owned by irrelevant organizations (the list of devices to be sealed shall be established by the Port Control Officer in coordination with the vessel Master or a person authorized by him);
    - in order to inform timely Masters of vessels about sealing requirements, Harbour Master shall submit (through the agency of vessels’ agents) a proper notification for the Master and crew members;
    - when performing any operations with oil, oil products, oil polluted waters and other harmful substances, all deck scuppers shall be closed hermetically, pans shall be placed under hose connections during bunkering to eliminate possibility of port water area pollution;
    - repair works onboard (covering and painting of hull) shall be carried out only under the permission of the Port Control Duty Officer observing measures to exclude pollution of port water area;
    7.1.6. When entering the Black Sea with an intention to be called at the Port, vessels shall change the separated ballast taken in other areas of the World Ocean to ballast water of the Black Sea making an appropriate notice in the logbook.
    Separated ballast shall be de-ballasted within the port water area by marine pumps intended for this purpose through special pipelines only after laboratory analysis for the contents of oil products, iron and suspended substances and under the permission of the Commission on the Protection of the Black Sea against Pollution.
    De-ballasting shall be carried out under the supervision of a Port Control representative in daylight hours.
    7.1.7. Vessel documents concerning the environment protection shall be prepared to be submitted any time on demand of the Port Administration.
    8. Cargo-handling operations in the Port
    8.1. Specialization of berths
    8.1.1. Handling of cargoes is carried out at berths Nos. 2, 3, 4, 5, 6 and at the unnumbered berth of the Pivnichna Beak and No. 1 of the Pivdenna Beak located in the Donuzlav Lake water area. Handling of cargoes from ro-ro/ferry vessels is carried out at the berths Nos. 3, 4 by Port’s forces and means and by vessel’s cargo devices. Berths Nos. 4 - 6 are assigned for handling of general cargoes. Handling of cargoes at berths No. 1 and of the Pivnichna Beak shall be carried out by Port’s equipment and means. Cargo-handling operations with dangerous cargoes are not carried out in the Port.
    Cargo-handling operations with chemical cargoes are not carried out in the Port except hermetically packed cargoes that ensures safe handling. Handling of cargos is not carried out on the roadstead of the Port. When conducting cargo-handling operations on the roadsteads of the cargo-handling area, vessel Masters shall take all measures by themselves in order to ensure safety of a vessel taking into account meteorological conditions, fire safety and prevention of sea pollution.
    8.1.2. If operations are carried out by clients’ forces and means, clients are obliged to coordinate all the actions with the port dispatcher.
    If wind speed exceeds 15 m/s and sea disturbance is over 4 balls, portal crane operations shall be terminated.
    8.2. Technical assistance of berths
    There are mobile cranes of 16 and 30 tons capacity, elevators, two bridge cranes of 5 tons capacity in the Port and two bridge cranes of 10 and 16 tons capacity in the Port on the Donuzlav Lake for cargo-handling operations.
    8.3. Vessel loading safety control
    Before departure the Master of a vessel has to submit to the Port Control calculation of vessel stability and the static stability diagram indicating the corrected and permitted metacentric heights.
    Departure of a vessel or arrival at the roadstead shall be registered only after a representative of the Port Control has checked conformity of the actual loading with the pre-submitted cargo plan.
    8.4. Storage of cargoes
    8.4.1. Transit cargoes handled in the Port shall be stored in the inside storage of approximately 200 sq. m in area. Other cargoes shall be stored on the open storage yards.
    8.4.2. Storage of cargoes in the inside storage or on the open storage yards shall be carried out distinctly in conformity with the established process flow scheme and schemes of cargo arrangement in the Port according to the bills of lading or consignments in order that consignments shall be unloaded on a first-come basis.
    8.4.3. The Port shall render the pre-stored service.
    9. Passenger operations in the Port and zone of Port’s responsibility
    9.1. Passenger transportation
    9.1.1. The Port shall accept and serve passengers on the routes of local, inter-city and international connections, and maintain voyages.
    9.1.2. Berth No. 6 is assigned for passengers’ embarkation and disembarkation on the routes of local and inter- city connections.
    Berths Nos. 4-6 (through the marine terminal) are assigned for passengers’ embarkation and disembarkation on the routes of international connection.
    When arranging voyages, embarkation and disembarkation of passengers shall be carried out on berths of the Port and other institutions which are permitted according to the established procedure to be used for passenger transportations.
    9.2. Passenger operations
    9.2.1. The Port carries out following operations concerning transportation of passengers:
    - prepare berths for vessels to moor;
    - prepare berths for passengers to embark and disembark;
    - keep order on a berth near the gangway during embarkation and disembarkation;
    - inform passengers via the coastal radio network about the place, start/end time of registration, start/end time of embarkation and start time of disembarkation;
    - arrange marks and notices within the registration and embarkation areas in order to inform about start/end time of registration and embarkation;
    - regulate passenger flow within the territory of marine terminal by fixed and portable marks, radio information and passages by way of setting up of portable barriers;
    - prepare luggage rooms and cloakrooms in order to load and unload luggage, hand over and deliver hand- luggage onboard; other operations with luggage and hand-luggage;
    - sale passenger vessel tickets;
    - take on luggage to be transported and deliver it;
    - accept hand-luggage to be stored and deliver it;
    - provide necessary information concerning marine transportation;
    - grant public access to waiting rooms in the marine terminal for passengers to wait arrival or departure of vessels;
    - provide passengers with provisions (cafeteria in the building of the port hotel);
    - provide emergency medical services;
    - grant free access to washrooms and lavatories in the marine terminal for passengers;
    - other services.
    Besides that, there are the following premises in the Port allotted for passengers:
    - to get through the Customs and Border Control (for international passengers);
    - to get through the sanitary control (on demand of the State Sanitary Control authorities);
    - to get through the environmental control (on demand of the authorities of the Ministry of Ecology and Natural Resources).
    9.2.2. Embarkation, disembarkation and registration of passengers shall be arranged by the transport operator and carried out in compliance with the Passenger and luggage carriage rules.
    9.2.3. Safety of embarkation and disembarkation on port berths shall be carried out under control of the man on duty of the marine terminal, on the berth of local connection routes – by the duty boatman and Masters of passenger vessels.
    9.3. Service of inter-city and international transportations
    9.3.1. Accepting of luggage shall be carried out on storage yards or in the premises assigned for this purpose. A left-luggage ticket shall be given to the passenger.
    A passenger shall be informed about the place, terms and procedure for accepting of luggage while buying a ticket.
    9.3.2. Registration of passengers shall be arranged by the transport operator or his agent and carried out ashore in the premises of the marine terminal or in yards allotted for this purpose by the Port Administration.
    Passengers shall be informed about the place, start and end time of registration via the port terminal broadcasting net and vessels loud speakers, as well as by means of placing proper marks and notices on places of embarkation.
    9.3.3. Only international passengers are subject to Customs Control.
    Customs Control, i.e. personal examination of passengers and their luggage, shall be carried out in the examination room in the port terminal. Luggage shall be examined in the storage as well, shall be kept there having been accepted from a passenger.
    Exceptionally luggage may be examined directly onboard by the decision of Customs authorities.
    9.3.4. Only international passengers are subject to Border Control.
    Border Control is the final stage of control after registration and Customs Control, when leaving Ukraine. Border Control goes before Customs Control, when entering Ukraine.
    Border Control consists of:
    - passport control;
    - executing orders of law enforcement authorities;
    - control over persons who were forbidden Ukraine according to the law;
    - detection of stolen motor vehicles;
    - administrative and legal proceedings with sweep operations;
    - other acts established by Ukrainian normative legal acts.
    The main document to provide to the Border Service information about a passenger during passport control shall be valid passport or official documents proving passenger’s identity which are considered to be alternate.
    9.4. Arrangement of inter-city transportations and entertainments for passengers from Lukul Cape to Tarkhankut Cape
    9.4.1. Port fleet and other vessels carry out transportation of passengers along local lines and arrange voyages provided that the requirements concerning safety of passengers’ transportation are fulfilled.
    9.4.2. Owners of berths, piers and other buildings assigned for embarkation and disembarkation of passengers (from Lukul Cape to Tarkhankut Cape) are obliged to keep these buildings in good working order, ensure safety of embarkation and disembarkation in order to prevent accidents. The Port is not responsible for safety of passengers using private hydro-technical structures.
    9.4.3. Embarkation and disembarkation shall be carried out after mooring to berth was completed. Embarkation/disembarkation through other vessels berthing alongside to the embarking/disembarking vessel is prohibited.
    9.4.4. A boatman on duty shall be present on-deck of a passenger vessel with passengers on board regardless of time and weather conditions.
    9.4.5. Restricted zone is established along all berths and mooring places of small craft fleet on the coast from Lukul Cape to Tarkhankut Cape where passenger transportations are carried out regardless of departmental subordination in order to restrict strictly swimming, sailing of vessels and water crafts.
    Restricted zone in the Port extends for 50 m on each side from the berth and 300 m seaward from the edge of the berth.
    Restricted zones are assigned for safe maneuvering of passenger vessels carrying out mooring operations with embarkation/disembarkation of passengers.
    Managers of organizations controlling beaches adjacent to berths, boatyards etc. are responsible for people and water crafts within restricted zone. With this aim in view they are obliged:
    - to buoy restricted zones in accordance with the schemes agreed with the Port prior to start of summer navigation;
    - to broadcast via radio relay system about the restriction to swim and navigate within the restricted zone in order to avoid injuries, losses of lives or water crafts damages.
    The Port is not responsible for people’s health and life, as well as for water crafts damages within restricted zones.
    9.4.6. It is prohibited to transport passengers at waves of 4 balls and more.
    9.4.7. When approaching to berths of local connection lines, all vessels shall navigate at safe speed in order to avoid waving that can threaten safety of moored vessels and embarkation/disembarkation of passengers.
    9.4.8. When approaching to the Port from the Skhidnyi buoy and when approaching to berths of local lines, hydrofoil vessels shall proceed to places of anchorage with a displacement 3 cables prior to berths.
    9.4.9. Owners of all berths, piers, small craft fleet yards etc. located within the zone of Port’s responsibility as to safety of navigation shall provide the Harbour Master with measurements of sailing depth at berths annually as of 1 January.
    10. Ensuring of order on the territory of the Port
    10.1. General provisions
    10.1.1. Special procedure is established in the Port for people, transport vehicles and cargo to pass, stay and move, secure port installations and property.
    10.1.2. Port security officers jointly with the detachments of the local Border Service shall ensure the order of passing, staying and moving in the Port.
    10.1.3. The Port Administration shall execute general control over the compliance with the order of staying and moving in the Port.
    10.2. Pass entry system and security of the Port
    10.2.1. In order to prevent the uncontrolled and unauthorized penetration of persons, transport vehicles to the port territory, as well as bringing in/taking out of cargo and other objects, the port territory is secured and equipped with the checkpoint under control of port security officers assigned for passing of people and transport vehicles, and the checkpoint for passengers in the marine terminal.
    10.2.2. People and transport vehicles shall enter the territory of the Port only if having permanent, temporary or one-off passes in the form prescribed by the Port.
    Permanent passes shall be issued by the HR Department of the Port and temporary ones shall be issued by the man on duty of the port hotel.
    Free entry to the port territory by certificate proving one’s occupation shall be issued for employees performing duties of:
    - the Ministry of Infrastructure of Ukraine;
    - the State Department of Sea and River Transport (Ukrmorrichflot);
    - the State Fleet Inspection of Ukraine;
    - General State Ships Registrar Inspection of Ukraine;
    - State Hydrographic Service of Ukraine;
    - other competent authorities of the executive branch if their entry to ports as supervised territories is prescribed by the current legislation of Ukraine. People and transport vehicles shall enter or leave the Port only through the checkpoint.
    10.2.3. Taking out of cargo and valuable property from the Port is allowed only if having a property pass. A property pass gives no right for people to leave the Port.
    10.2.4. Crew members of Ukrainian vessels staying in the Port shall be decided to cross the checkpoint when showing a crew list and identity document. Crew members’ relatives on board of these vessels are allowed to enter the Port by one-off passes issued by the Pass Office of the Port based on:
    - shipowner list, submitting when approaching the Port, listed persons intended to visit a vessel;
    - request signed by the Master of a vessel or Chief Mate and legalized with the vessel stamp (during vessel’s staying in the Port).
    10.2.5. Crew members of foreign vessels shall come ashore by specific passes issued in accordance with the established procedure by the Chief of the local detachment of the Border Service.
    10.2.6. Luggage of passengers on board a foreign-going vessel and personal property of crew members on board a cross-border vessel shall be removed from the Port only under the written permission of Customs authorities.
    10.2.7. Fire fighter, fire fighting and ambulance transport are allowed to enter the port territory any time without control.
    When leaving the Port, these vehicles are subject to control under general conditions.
    10.2.8. All persons within the port territory are obliged to have identity documents and permanent or temporary passes or other documents granting the right to stay within the port territory, and show them on the first demand of port authorities, port security and representatives of the Border Service.
    10.3. Safe keeping of cargoes and other property in the Port
    10.3.1. There are no special units assigned to patrol cargoes and other property within the port territory. Employees of proper cargo area, section, terminal are responsible for safe keeping of cargoes stored in open and covered storages of the Port.
    10.3.2. Shipowner shall secure staying of vessels in the Port and on the roadstead, as well as cargoes and property on board of a vessel.
    10.3.3. Port clients are allowed to leave cargoes and other valuable property on berths and other sections of the Port provided that it was properly documented. The Port is not responsible for safe keeping of cargoes that were not put to the Port properly.
    10.4. Movement and staying of transport. Pedestrian movement
    10.4.1. Movement and staying of all kinds of transport, as well as pedestrian movement within the port territory shall be carried out in accordance with the valid Traffic Regulations.
    10.4.2. Motor vehicle drivers within the territory of the Port are obliged to have certificates and other documents confirmed the right to drive, route sheet and shipping documents, inspection ticket, log book and show these documents on demand of representatives of the State Automobile Inspection.
    10.4.3. Motor vehicle drivers within the territory of the Port shall move only by the established ways. Traffic in the territory of the Port is not regulated. Motor vehicles speed shall not exceed 10 km/h.
    10.4.4 Transport vehicles after loading or unloading shall leave immediately areas of cargo operations.
    10.4.5. Parking of vehicles and mechanical aids in the Port shall be in authorized areas only (Annex 4).
    10.4.6. Pedestrians shall move by walkways only.
    10.5. Order on the territory of the Port
    It is prohibited on the Port territory without permission of the Port Administration:
    - to open the fire cocks and fire water pumps (Annex 5);
    - to damage, perish or do any harm to all kinds of trees, flowers, flowerbeds and other plantations;
    - to sell industrial and food products by retail;
    - to unload defective or dismantled equipment and other vessel’s property, packing materials, etc. from vessel to berth. If an unloading permission is obtained, the property shall be unloaded directly to trucks which have to leave the Port territory immediately;
    - to flood berths when watering from water pumps and leave water pump valves opened. Administration of a watering vessel is responsible for such violations.
    10.6. Public order in the Port
    10.6.1. It is prohibited to violate public order in the Port (drink alcohol at workplaces, in premises and on the territory of the Port, or be at work intoxicated with alcohol, molest people, use bad language in a public places, arrange or take part in gambling, violate fire safety requirements and industrial hygiene.)
    10.6.2. Public order in the Port is secured by units of departments of the Ministry of Internal Affairs of Ukraine.
    10.7. Telephone communication
    In order to arrange telephone communication with officials of the Port Authority, Harbour Master, fire fighting units, Port Security, departments of the Ministry of Internal Affairs of Ukraine, units of the Border Service, Customs authorities, SQS, etc. urban telephone network and mobile communications shall be used.
    11. Keeping order on the water area of the Port
    11.1. When mooring, vessels of 200 grt and more have to use tugs.
    11.2. Vessel shall approach to the berth at an acute angle but not more than 30°. When approaching, speed shall be minimal necessary to keep sailing.
    11.3. Vessels staying near port berths are prohibited to use propellers.
    11.4. It is allowed to use deck radio, loud-speakers and other public address equipment in the territory of the Port only in mooring and emergency operations.
    11.5. Public sport competitions involving small-sized vessels (regattas, races, tours, etc.) in the territory of the Port shall be agreed with the Harbour Master.
    Written request for public sport competitions shall be submitted to the Harbour Master not later than 2 days prior to commencement of the competitions. The request shall include:
    - name of event organizer;
    - kind of event;
    - number of involved vessels, per class;
    - names of vessels;
    - person responsible for holding events;
    - start/end time and date of events;
    - event location and traffic plan.
    Vessels ensuring the abovementioned measures shall have radiocommunication and keep permanent watch on VHF radio, Channel 14.
    Event organizers are responsible for preparation and safety of small-sized vessels involving in the event.
    12. Procedure of use of radio communications in the Port
    12.1. When navigating within port water area, all vessels shall keep operative VHF radiotelephone stations switched on channels 14/16.
    12.2. In order to maintain communication with vessels the Port use VHF radio stations of the Dispatcher Office (call-sign «Kalmar-2») operating around the clock on Channel 14 and of the Port Control (call-sign «Yevpatoria- portonahliad») operating around the clock on channels 14/16.
    12.3. There are VHF radio stations assigned to maintain communication with vessels within the Donuzlav Lake water area (Port Control - call-sign «Yevpatoria-radio-5», Dispatcher Office - call-sign «Kalmar-5») operating around the clock on Channel 14.
    12.4. Call-sign «Skhid-46» shall be used in order to contact with the Duty Officer of the military unit.
    12.5. VHF Channel 09 shall be used for port tugs to contact with tugboats during pilotage, as well as for communication between vessels within port waters.
    12.6. VHF channels listed in the Appendix S18 of the Radio Regulations shall be used for communication between vessels.
    12.7. Channel 14 of the VHF radio station shall be used in order to contact with the Evpatoria Department of the Pilot Service of the SE «Delta-Pilot» Branch.
    13. Fire prevention regime in the Port
    13.1. General provisions
    13.1.1. Every person working on the production area, section, vessel or at the administrative premise is obliged to know clearly and follow strictly set fire safety rules in order to prevent fire.
    All the requirements concerning fire safety in the Port are obligatory for all natural and legal persons on the territory of the Port and its water area.
    13.1.2. If detecting fire (fire evidences) in the Port or on board of vessels regardless of its character and size, every person on the territory of the Port and on board of vessels mooring in the Port is obliged immediately:
    - to sound by way of activating the fire-alarm (if a person who has detected fire is located on a shore installation) or by quick clanging of ship’s bell or quick short signals of an horn (•) not less than series of five per minute (if a person who has detected fire is located on board of a vessel);
    - to inform the Port Fire Protection Service or port dispatcher on duty by phone number: 3-10-36, the Fire Protection Service by phone number 001 or task group of local body of Civil Defence and Emergency Response phone number 3-23-41, clearly indicate place of fire, situation, presence of people and name himself/herself;
    - to take possible measures to evacuate people;
    - to start to extinguish fire (bring it under control) by available fire-extinguishing equipment and take measures (if possible) to save valuable property.
    13.2. Fire safety on the shore installations of the Port
    13.2.1. Cargo operations aided by lifting trucks, vehicles and other mechanisms with internal combustion engines without spark suppression system within the storehouses are prohibited.
    13.2.2. Hot works are allowed to be carried out only under prior approval in writing from responsible persons among engineer-technician staff appointed according to the Port General Manager’s order and agreed with the Fire Protection Service of the Port.
    13.2.3. Volunteer Fire Brigade of the Port shall control observance of fire prevention regime in the Port, check the working order of emergency firefighting equipment and its readiness to be used.
    13.2.4. Import of dangerous cargoes into the port territory shall be agreed with the Port Fire Protection Service.
    13.3. Bunkering of vessels
    13.3.1. Only port fleet vessels shall be bunkered in the Port. No other vessel shall be bunkered except the force majeure cases if fuel to carry out planned sailing is lacked.
    13.3.2. Port fleet vessels shall be bunkered from tankers on berths Nos. 3, 4, 5, 6.
    Port fleet vessels shall be bunkered from other berths exceptionally under approval of the Port Fire Protection Service.
    13.3.3. Bunkering procedure shall meet the requirements of MARPOL 74/78 and prevent environment pollution.
    13.3.4. When bunkering, it is prohibited:
    - to carry out repairs using open flame;
    - to moor other vessels alongside a charging vessel.
    13.4. Fire protection on vessels located in the Port
    13.4.1. Hot works on vessels staying in the Port are allowed to be carried out only under prior approval in writing from Duty Officer of Port Control and Fire Protection Service.
    13.4.2. It is prohibited on board of vessel staying in the Port:
    - smoking on open decks and near trunks and hold ventilations, especially in close proximity to inflammable materials and places where explosive gas tanks locate;
    - smoking during bunkering and in proximity to places of bunkering;
    Smoking areas shall be allotted by the Master of a vessel taking into account nature of transported cargo, location of fire-fighting means, operations planned to be carried out and other factors. Smoking areas shall be equipped with bins filled with water for matches and cigarette ends. When staying in the Port, it is prohibited to:
    - use open flame on a deck, in holds, cargo and ballast tanks, at engine, pump and accumulator rooms, paint/deck stores and stores of cotton wastes, rags, etc.;
    - leave heating devices, TV-sets, radio sets, tape-recorders and other plugged devices without attendance, when leaving cabins or service spaces; - store inflammable materials less than 1 m apart the electrical equipment and under the distribution boards;
    - use hot surfaces of boilers, steam pipes and heaters to put work wear, footwear and other inflammable objects and materials out to dry;
    - carry out hot works without proper advance preparation of work area (remove all the inflammable materials from work area, install fire extinguisher, hose, etc.)
    - carry out works with sparking instruments in the proximity to hold ventilation openings or at engine rooms;
    - store POL, solvents or other inflammable liquids uncovered. Inflammable liquid, paints, varnishes shall be kept in special stores, filled in smash-proof metal or plastic volumes. Premises shall be ventilated regularly in order to prevent concentration of inflammable fumes in the air. These materials shall not be left unattended in the course of the works if out of the limits of areas intended for their storage;
    - store self-inflammable materials (clothes, rags, cotton wastes) in bulk, boxes, packs in the raw state or impregnated with oil, kerosene, varnishes and solvents. Wipers shall be stored in boxes or bags, and used wipers shall be collected from work areas to special volumes in time and be burnt then in garbage incinerators or deliver to shore.
    13.4.3. Requests for fire-prevention supervision and departure permission shall be submitted to Fire Inspection 24 hours before vessel’s departure.
    14. Sanitary and quarantine regime in the Port
    14.1. Masters of vessels arriving to the Port from abroad are obliged to inform the Sanitary and Quarantine Department by radio 6 hours prior entering the Port on sick persons on board, or persons which had sickness during the voyage, or persons suspected to have infectious diseases, on general epidemiological situation on board, on presence of rats, insects, mosquitoes and other carriers of infectious diseases in accordance with the Maritime Declaration of Health.
    14.2. Pilot is prohibited to leave a vessel if there is a person suspected to have infectious disease on board.
    14.3. A representative of the Sanitary and Quarantine Department shall go first aboard of a vessel coming from abroad. Master of a vessel shall submit the Maritime Declaration of Health to the representative and inform on presence of radioactive and chemical cargoes, as well as plant and animal cargoes.
    14.4. Vessel’s arriving from abroad shall be documented only after submitting the Free Pratique Permission to the Port Control granting by the Sanitary and Quarantine Department on the grounds of the Maritime Declaration of Health submitted by vessel’s Master and inspection of a vessel.
    The quarantine flag «Q» shall be run up before a vessel is in free pratique.
    14.5. Vessels considered by the Sanitary and Quarantine Department as sanitary dangerous may be refused to enter the Port if the Port is not equipped for application of the sanitary measures found necessary by the Sanitary and Quarantine Department. Such a vessel may be recommended to proceed to the nearest proper port under its own responsibility at Master’s discretion.
    14.6. If a vessel arrives from infected area, or there is a person on board from infected area, and the incubation period of the area is not ended, the sanitary post shall be established on board if needed in order to prevent any unauthorized contacts between a vessel and shore and observe the ordered sanitary measures.
    The Sanitary and Quarantine Department allows to take in water and provisions aboard under the control of representatives of the Sanitary and Quarantine Department
    14.7. Infected person may be forcedly disembarked and isolated on demand of vessel’s Master, if only the Port has proper conditions to receive the person in accordance with information delivered by the Sanitary and Quarantine Department.
    Any person of international route from the infected area suspected to be infected may be subject to control of the Sanitary and Quarantine Department staff.
    Such a control may last till the end of incubation period. Control shall not be substituted by isolation if the Sanitary and Quarantine Department considers the disease transmission risk from a person suspected in infection not too high.
    14.8. When leaving the Port, Master of a vessel shall submit the Departure Permission granted by the Sanitary and Quarantine Department on the grounds of the Maritime Declaration of Health to the Port Control prior the departure, but not more than 12 hours and not less than 2 hours before the departure.
    The Departure Permission of the Sanitary and Quarantine Department is valid for 24 hours. After its termination the Permission shall be re-issued.
    Such permission for local connection vessels shall be valid for a period of up to one month.
    14.9. Restrooms shall be sealed on vessels not equipped with sewage systems. Vessel shall submit a request for portable toilets, check in and check out shall be against signed receipt. Administration of a vessel is responsible for safety and sanitary state of portable toilets. Payment shall be carried out as per established tariff.
    14.10. If no available portable toilets in the Port, vessels without closed sewage system are prohibited to moor to berths and to anchorage No. 382.
